The Spiaggia Libera, or free beach, is just that - open and free, without rows of umbrellas and sun beds unless you bring them yourself. The Fano beach extends for miles, and there are different sections that are free. Some are tucked in among the beach concessions, while a big piece of free pebbled beach is along the Lungomare Giovanni Paolo II, south of the port. If you want sand instead of pebbles, head to the north of the port. There is a free beach that is also a dog beach.

While the free beach doesn't provide services, you can certainly take advantage of the cafes and snack bars on the street or at the nearest Lido concession.
